Castle Point Local Plan Support

DAC Planning supported Castle Point Borough Council in the production of the Local Plan and associated evidence base documents since 2018 - 2022.

Scope

IDP

We worked with the Council to produce the Castle Point Borough Infrastructure Delivery Plan which forms an important element of the Local Plan evidence base.

Transport

We produced the briefs for the Transport Assessment and Viability Assessment. We liaised with Essex County Council for highways authority, the transport consultants and viability consultants. We reviewed and provided comments on the draft assessments. We then helped update the Local Plan and IDP with findings from the assessments.

Examination

We provided support for the examination of the Local Plan in May and June 2021 regarding infrastructure delivery and the delivery of strategic site allocations in the Local Plan.

CIL Implementation

We advised the Council on each key stage required to establish a CIL charging process and are now ensuring monitoring processes are established.

Regulation 19

We helped produced the Regulation 19 version of Local Plan, we updated the IDP for Regulation 19 and helped the Council prepare their material for Publication. We also assisted the Council in reviewing and commenting on Regulation 19 representations.

CIL Production

We produced the draft CIL charging schedule and instalments policy and attended the CIL examination on behalf of the Council.

Outcomes

We worked with the Council to produce the Castle Point Borough Infrastructure Delivery Plan which forms an important element of the Local Plan evidence base. We supported the Council in producing a Community Infrastructure Levy Charging Schedule and at examination. We continue to support the Council in the implementation of CIL.

We provided support for the examination of the Local Plan in May and June 2021 regarding infrastructure delivery and the delivery of strategic site allocations in the Local Plan.

The Local Plan was found sound by the Inspector. However, after a change in administration, the Council chose not to adopt the Local Plan.
