Local Plan Support
DAC Planning assisted Epping Forest District Council from 2016 to 2019 in the production of their Draft Local Plan, whilst also working closely with colleagues in neighbouring local authorities to develop plans for the Harlow and Gilston Garden Town.
Scope
Local Plan
Production
We supported Council officers with all aspects of the production of the Local Plan and evidence base.
Developer Forums
We established Developer Forums for the District and the Garden Town.
Delivery
We helped establish a new ‘Implementation Team’ within the Council, funded largely through the introduction of Planning Performance Agreements.
Strategic Masterplans
We established requirements for Strategic Masterplans to be produced through partnership working between site promoters and the Council.
Neighbourhood Plans
We provided oversight, support and guidance to all Neighbourhood Plans emerging in the District.
Independent Examination
We supported the Council during the Examination process, including the production of written submissions and representation at hearings.
Outcomes
Following a lengthy and complicated Independent Examination the Epping Forest District Local Plan was adopted by the Council in 2023, providing the Council with an up to date five year land supply and enabling the future planning of the District to be taken through a plan-led approach.
