Planning Support
DAC Planning was commissioned by St Helens Borough Council in 2022 to engage with, and deliver neighbourhood planning support to community groups on behalf of the Council up to October 2023.
Scope
Promote the benefits of neighbourhood planning
We helped to raise awareness and understanding of neighbourhood planning across the Borough.
Workshops
We organised and held several in person workshops open to members of the public in key locations in the Borough. We also held an online workshop designed for parish councils.

We helped to raise awareness and understanding of neighbourhood planning across the Borough through a series of in person and online events.
Online presence
We produced social media content raising awareness of neighbourhood planning and our support offer. We also provided newsletter content to local organisations and schools.
Toolkits and guidance
We produced neighbourhood plan guidance for the Council's neighbourhood planning web pages. This included toolkits on making a neighbourhood plan and a neighbourhood development order.
Outcomes
We provided a programme of engagement and support to raise awareness and understanding of neighbourhood planning among residents of the Borough, and to encourage communities, particularly in deprived wards and areas impacted by growth proposed in the Local Plan, to consider producing a neighbourhood plan. The support included workshops, representation at town fairs, a social media campaign, the production of promotional and informative material and updates to the Council’s neighbourhood planning web pages.
We also provided general neighbourhood planning support and guidance on behalf of the Council, acting as a single point of contact for interested and established community and neighbourhood planning groups.
